ACTIVITY RESULTS IN 2004
Commissioned Researches

(1) Research on Policies and Measures to Address Global Warming
 With a view to exploring policies and measures to achieve the Kyoto target for Japan as well as to contributing to future international negotiations, we have conducted the captioned research on the following: 1) international negotiations centering on the Conference of the Parties to the Convention (COP); 2) Russia’s potential ratification of the Kyoto Protocol and its preparation to emissions trading scheme; 3) climate policies of EU member states including EU-ETS. (Commissioned by METI / Industrial Science and Technology Policy and Environment Bureau)
 
(2) Research on International Energy Consumption and Future Framework
 We have investigated on architectural concepts, various governments’ views including U.S. and developing countries, technologies, and their expected effects, based on experts’ reports and other literatures, in an attempt to contribute in the consideration of an international framework on climate change beyond 2012. In November 2004, we have invited notable experts and climate negotiators from home and abroad and organized a symposium entitled “the Sustainable International Framework on Climate Change Beyond 2012.”

(3) Research on International Trend over Global Warming -Focusing on IPCC-
 The Intergovernmental Panel on Climate Change (IPCC) has started to support writing activities with an aim to complete a Fourth Assessment Synthesis Report(AR4)in 2007. The Working Group III selected fourteen authors to set out to write in full scale. An internal IPCC liaison committee was thus established and it held two meetings. In addition, IPCC Expert Meeting on Industrial Technology Development, Transfer and Diffusion was organized and held in September 2004 in Tokyo to facilitate communication between IPCC and industries.

(4) Research on International Process to Prevent Global Warming
 A committee was set up concerning the involvement of developing countries and others under the chairmanship of Prof. Mitsutsune Yamaguchi to explore international frameworks beyond 2012, under which this research survey was conducted. The main theme of this year was on present and future of the innovative technology development as a key to solve global warming.

(5) Research for Promoting Kyoto Mechanisms
 Building a user-friendly infrastructure for business operators is a key to promote Kyoto Mechanisms. To this end, a committee was established under the chairmanship of Prof. Yukiharu Kurokawa to study potential accounting issues arisen from investment to emissions credits for practitioners. In addition, another committee entitled “Business Inventory Research Committee” was established and chaired by Hiroki Kudo (The Institute of Energy Economics, Japan) to explore ways to business inventories.
